I am offering advising services for small organizations who have to manage cases of sexual misconduct, and coaching for internal investigators mandated to deal with such complaints. As an ombudsperson, investigator and conflict management practitioner for 15 years, I specialized my interventions for small organizations and communities. I have a confirmed experience in management of sexual misconduct. My approach is trauma-informed, oriented towards restorative justice principles and seeks to foster a sense of fairness and trust in order to protect the relationships that underlies a community. I am trained as a lawyer and worked for 4 years in the humanitarian field at the beginning of my career. Those experiences led me understand the necessity to articulate interventions around the spirit of the rules and norms applicable in order to be culturally sensitive. Complaints and reporting mechanisms, InvestigationConsultant, OmbudspersonOrganizations

As an alliance of more than 150 aid organisations, we are committed to tackling all forms of mistreatment and misconduct, wherever they occur. Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) is woven throughout the Nine Commitments of the Core Humanitarian Standard (CHS).

The PSEAH Index clearly states various safeguarding requirements for 22 of the CHS. It gives organisations verifying their performance against the CHS the ability to determine whether they have the policies and practices in place to protect people from sexual exploitation, abuse and harassment.

Our members are at the forefront of efforts to reduce the incidence of sexual exploitation, abuse and harassment. One way that we are leading these efforts is through the CHS Alliance Community of Practice (CoP). This CoP is made up of Alliance members who share insights, good practices, experience and information on PSEAH, and provide input into the development of materials on the issue.

My name is Clémence Kopeikin. I am a public health specialist with skills in qualitative and quantitative research, project evaluation, and project management. I have experience in a wide range of thematic areas, with SRHR as my priority. I have more than 6 years experience in humanitarian and development projects and have significant research and capacity building experience which can be applied to different contexts and projects.

I am fully proficient in English, French, Spanish, and Portuguese, and available to conduct workshops and write reports and communication materials in these languages.

As PSEA Focal Point and Country Direct for Doctors of the World in Angola, I had the chance to work with specialists in this area to develop our PSEA protocol, as well as conduct community-based consultation activities to make sure structures proposed adequately reflected community needs. I facilitated trainings to all of the 100-person team and specific trainings to community-level focal points. I did the following in this area: Create a protocol, train all staff, train specific community-based PSEA focal points who were part of reporting system, assure security and anonymity of reporting mechanisms, case management (as well as referral and follow-up). Develop communication tools and materials to spread community awareness and organize a campaign. Create training videos for staff in Portuguese.
Complaints and reporting mechanismsConsultantOrganizations

Sexual exploitation and abuse undermines the aid sector as a whole. The sector needs to catalyse change to ensure organisations are accountable and have the leadership, capacity and systems in place to fight back against sexual exploitation and abuse and sexual harassment (SEAH). HQAI - as independent auditor against the Core Humanitarian Standard - can assure that audited organisations have the relevant mechanisms in place: HQAI auditors determine if safeguarding mechanisms exist, if these mechanisms can identify breaches and if they lead to corrective actions. All these elements are interconnected to draw audit conclusions.

The standard:
As a core standard, the CHS describes the essential elements of principled, accountable and high-quality humanitarian aid. The topic of safeguarding is a cross-cutting theme in the CHS. About one third of the requirements directly or indirectly refer to safeguarding issues, including staff behaviour, do-no-harm and complaints handling but also the involvement of communities in setting-up appropriate feedback and complaint mechanisms.
The set-up and control of appropriate mechanisms can minimise the risk that wrong-doing happens, identify an incident when it happens and take corrective actions (e.g. sanctions for perpetrators, assistance to victims and improving these mechanisms based on the learning from each case). HQAI - as independent auditor against the CHS - can assure that audited organisations comply with the standard (in other words: that the mechanisms exist and function).

About HQAI: The Humanitarian Quality Assurance Initiative (HQAI) is an independent auditor for the humanitarian and development sector. Professional, not-for-profit and non-governmental, HQAI offers mechanisms to measure the extent to which organisations are accountable. Accountable to the people they serve, to donors, host governments, and, indeed, their own staff. The standard we use is the Core Humanitarian Standard (CHS) on Quality and Accountability.

HQAI's role as an independent auditor is to verify that organisations correctly apply the CHS from the head office to the field. The independent audit starts with document reviews and interviews at the head office. Then we visit a selection of country programmes where we interview staff and partners, but most importantly we talk to the people who are affected by crisis. We actively ask for their views and take them into account for our reports and feedback to the organisation.

HQAI’s auditing services (see below) are intended to systematically improve the quality and accountability of humanitarian and development work. With safeguarding being a cross-cutting topic in the CHS, HQAI auditors continually check and connect the related CHS requirements. They determine if safeguarding mechanisms existe, if these mechanisms can identify breaches and if they lead to corrective actions. We provide an objective assessment of the performance of organisations and help them credibly demonstrate the quality of their services. This builds trust with stakeholders - including institutional donors who increasingly recognise and recommend HQAI audits. And most importantly we ensure that organisations put vulnerable people at the centre of their work.

To make our services accessibly to a variety of organisations we manage a Subsidy Fund. National organisations are encouraged to apply for a Subsidy that can cover up to 90% of the cost of an audit. Read more info here:

HQAI audit services:
Through a system of independent quality assurance (this means “audit by an external party”) HQAI assesses the performance of organisations. Our audits determine the degree to which the implementation of the Core Humanitarian Standard on Quality and Accountability (CHS) - and therefore good practice and accountability to affected communities - has been successful. Our audit services include certification, independent verification and benchmarking.
Organisations making use of our services are extremely diverse in terms of size (1 to 150 country programmes), types (UN agency, group, national, international) and mandates (humanitarian, development, advocacy). This diversity demonstrates the flexibility of the CHS as a standard, and of HQAI’s methods to measure its application.

HQAI is accredited against ISO/IEC 17065:2012 for its CHS certification scheme since 2018.

As a trainer, facilitator and consultant, I support organizations working for social change in reforming their internal prevention mechanisms as well as complaint protocols. In my trainings, I also facilitate conversations about workplace culture, mental models and power structures in order to facilitate change in harassment prevention work. I also train key actors in organizations so they create their own context-specific material and train their own staff, colleagues and volunteers.

In my trainings on harassment and sexual violence prevention, I use the Red Flag System, a concept Sara Hassan and myself developed in “It’s Not That Grey”, a practical guide on the twilight of sexual harassment. The guide raises awareness on the fact that sexual harassment in on a spectrum and often develops seemingly harmlessly. The Red Flag System gives practical tools to identify sexual harassment in its early stages and therefore take action before the situation becomes much graver. I believe the Red Flag System is particularly relevant to PSEA in the international cooperation field.

I recognise myself in Digna’s feminist and intersectional values and I believe I can make meaningful contributions to your work on PSEA. I build and facilitate my own trainings, in person or online, from small workshops to large-scale with several hundreds of people. I can take on assignments on very short notice and be operational very quickly, e.g. to facilitate trainings with existing material. I am passionate about translating complex information into accessible information and therefore love producing new and innovative training material. I have a unique background of human rights law and gender studies and a thorough knowledge of the root causes and illustrations of sexual violence, sexual abuse and exploitation.

In terms of topics, I have experience in:
• Policies and code of conduct development; Gender-responsive policies and practices
• Organizational change and leadership on SEA; Assessing PSEA needs and prioritizing efforts as an organization
• Survivor-centered response and support mechanisms
• Establishing organizational reporting systems that are safe, confidential, adequate, accessible, and effective
• Training and communicating on SEA prevention: Train-the-trainer approaches; Working with partners

My background is within safeguarding, accountability and compliance in the humanitarian and development sectors with a strong focus on prevention and intervention in relation to sexual misconduct. I enjoy facilitation of training and provision of technical guidance to management levels as well as frontline aid workers and other professionals on adherence to standards. My long operational knowledge paired with extensive safeguarding and investigation experience have put me in a position to undertake independent investigations on demand as well as guide others to adherence to principles for high-standard safeguarding set-ups.

I have conducted a high number of SEAH investigations, and I am familiar with the importance of addressing sensitive (often safety) challenges during such processes aiming at safeguarding all involved, e.g., survivors, witnesses, and subjects of concern.I am accustomed to working under difficult conditions, also in hardship locations and understand the crucial importance of reaching out to all staff and volunteers, also in the far field, in the application of standards and values, especially in relation to sexual misconduct.

Summary:
As the SAFEGUARDING/PRSEAH leader of your organization, unit or department, project, activity, you have your goals:
  • Serve your people and programme/project community in the safest possible way
  • Collaborate, get and keep your people supported, focused, and inspired
  • Balance PRSEAH performance and organizational health
  • Center on the longer-term purpose and continuity, putting people at the centre …and a whole lot more

Despite having in mind how you will achieve these goals, unforeseen things always happen that keep you from getting where you want your organization to be. As research shows, no less than two-third of formulated Safeguarding/PRSEAH strategy plans fail. To beat these odds, you need an actionable and engaging context-driven strategic framework that your employees and stakeholders believe in to develop, strengthen, implement, and review measures, and to rigorously identify and consistently manage risks that people, operations, and programmes are exposed to.

I help individuals, organizations and institutions generate and execute exactly that type of SAFEGUARDING/PRSEAH solutions based on local contexts and lived realities and strengths of the local organizations and communities. Once we work together, I support you in your SAFEGUARDING/PRSEAH strategy and leadership efforts and help you discover, formulate, and execute the right strategy for your organization and partners. Whether your existing strategy needs to be adjusted to context, or you need to build it from scratch, there are proven adaptable tools and clear context-driven steps to follow. Together, we can have a look at where your pain points are and where your moments of opportunity lies.
